Omar: So before we jump in, Franny, let’s talk about Don Harris for a minute. He’s got over two decades as a Senior Contracting Officer under his belt, overseeing a $1.2 billion contract portfolio—including the South Capitol Street Bridge in DC—which, I swear, is one of the best cautionary tales about proposal mistakes you’ll ever hear. Out of over $1.2 billion, only about $91 million ended up with the small businesses it was intended for. That’s, what, 7%? When the goal was 35%. It’s wild.
Franny: Yeah, that story always gets me. What was supposed to be this big win for small business turned into, well—almost nothing—because of show-stoppers and missed basics in those proposals. It’s seriously the poster child for why these details really matter. And Omar, Don has this line, right? Something about the mailroom?
Omar: That's right! Don would always say, “Why doesn’t your proposal even make it out of the mailroom?”—and, you know, he means that literally. Sometimes proposals don’t even get reviewed because they didn't check a box, they missed a deadline, or left out one tiny but mandatory piece. I know it sounds harsh, but these are rules with zero flexibility. It’s administrative fatal errors—one strike and you’re out. And Don has seen it firsthand, year after year.
Franny: So, before anyone even starts dreaming about their “best value” and how amazing their solution is, we need to talk about why reading, understanding, and following the instructions is like… the ticket in. Omar, why is it that just missing these instructions is the absolute deal-killer?
Omar: It’s everything. I mean, think about it: if you can’t follow the basic rules in the solicitation—what’s to say you’ll follow the contract? The government’s job is to minimize risk. And Don’s rule? If you’re not following the RFP instructions, you’re showing right up front that you might not be able to handle the compliance and reporting required later on. That’s why so many get eliminated before evaluation even happens.

Every section, every requirement, every time.” People roll their eyes, but the majority of proposals that fail? It’s because someone skipped a detail in the RFP. And remember, the government isn’t just looking for a good idea—they want proof you can execute, that you’re eligible, compliant, and transparent.
Franny: Totally. And especially for the set-aside contracts, small business status, documentation, and those honest disclosures really can make or break you.
